Roanoke City Criminal Court Records
Roanoke criminal court records are held by the City of Roanoke's own Circuit Court Clerk and the Roanoke General District Court. The City of Roanoke is an independent city and operates its courts entirely separate from Roanoke County. If you need criminal records from the city, you must go through Roanoke's own court system, not the county. You can search filings, dockets, and case dispositions online through Virginia's public court portals or visit the Roanoke courthouse to request copies in person.
Roanoke City Overview
Roanoke Circuit Court Criminal Records
The Roanoke Circuit Court handles all felony criminal cases within the city, grand jury proceedings, and appeals from the Roanoke General District Court. It is part of Virginia's 23rd Judicial Circuit, which also covers Roanoke County and the City of Salem. The Circuit Court Clerk keeps the official record of all criminal case files, including indictments, warrants, orders, sentencing records, and final dispositions. These files are open to the public unless a judge has ordered them sealed.
Criminal records from the Roanoke Circuit Court can be searched online through the CJISWeb portal maintained by the Virginia Judicial System. Select the City of Roanoke from the dropdown. Search by party name or case number. Criminal cases use a "CR" prefix. The search results reflect real-time data from the court. This is the most efficient starting point before visiting the clerk's office in person.
The Roanoke city government website at roanokeva.gov has contact information for city departments, including the courts. The Roanoke Police Department can be reached through roanokeva.gov/police-department for arrest record requests. Standard copy fees apply: $0.50 per page, $2.00 for certified copies, and $2.50 additional for triple-seal certification. The clerk's office is open Monday through Friday, 8:30 AM to 4:30 PM.

Anyone who wants a jury must appeal to the Circuit Court, where the case is retried fresh as a de novo proceeding.

Online Tools for Roanoke Criminal Records
Virginia's court system provides several free public tools for searching criminal records. For Roanoke Circuit Court, the CJISWeb portal is the direct tool. For a broader search across courts, the OCIS 2.0 statewide system is useful when you are not sure which city or county court filed a case. This system covers both circuit and district courts and is especially helpful when a person has records in more than one location.
The Virginia Judicial System also runs a general Case Status and Information portal for tracking active cases. You can search by party name, case number, or hearing date without signing up for an account. It shows current case status and upcoming court dates. For Roanoke, the city's large case volume means the online tools are usually faster than calling or visiting the courthouse for basic information.
Note: These portals show publicly available case data. Sealed records, juvenile matters, and certain domestic cases are excluded and will not appear in search results.
Criminal Record Access in Roanoke
Virginia law controls public access to criminal court records. Under Virginia Code § 19.2-389, the release of criminal history record information is regulated statewide. Court records in the clerk's office are separate from criminal history files held by law enforcement. The clerk's records are generally open to the public. Anyone can view or request copies of criminal case filings without providing identification or a reason.
The Virginia Freedom of Information Act gives anyone the right to request records from public bodies, including the City of Roanoke. Under FOIA, a city or agency must respond within five working days. The Virginia FOIA Advisory Council offers guidance on how to submit requests and what agencies must provide. The Roanoke Police Department at roanokeva.gov/police-department handles FOIA requests for police records, including arrest reports.
The Virginia State Police maintains the Central Criminal Records Exchange (CCRE) at vsp.virginia.gov. This statewide database covers arrests and dispositions from all Virginia jurisdictions and is separate from the court clerk's records and local police files.
Sealing Criminal Records in Roanoke
Virginia allows some criminal records to be sealed under Virginia Code Title 19.2, Chapter 23.1. Dismissed charges may qualify for sealing under § 19.2-392.2 if the case was dropped, nolle prossed, or the person was acquitted. A sealed record is removed from public view. Certain serious crimes listed under § 19.2-392.12 are not eligible for sealing regardless of outcome.
Starting in July 2026, Virginia law expands to allow people with qualifying convictions to petition to seal those records. You must file a petition in the Roanoke Circuit Court and meet all statutory requirements. The process is not automatic. The Virginia Courts Self-Help Center provides the necessary forms and written instructions for people who want to pursue sealing without hiring an attorney.
Self-Help and Legal Resources
The Virginia Courts Self-Help Center is a free resource maintained by the Virginia Judicial System. It covers how to request court records, file sealing petitions, respond to criminal charges, and understand court procedures across all Virginia courts. For Roanoke residents, it applies to both the Circuit Court and the General District Court.
Legal aid is available for Roanoke residents who cannot afford an attorney. Blue Ridge Legal Services serves the Roanoke area and can help low-income individuals with criminal record matters. Contact details are available through the Self-Help Center or the Virginia Judicial System website. The Roanoke Police Department's FOIA process is a separate track for requesting police arrest reports and investigation records. Start there for law enforcement files rather than the court clerk's office.
Note: Because Roanoke is an independent city, do not confuse its courts with Roanoke County courts. They are entirely separate systems. If you are unsure which court handled a case, the OCIS 2.0 statewide search is the best way to find out.
