General District Court in Caroline County

The General District Court handles misdemeanor criminal cases, traffic charges, and preliminary hearings for felony cases in Caroline County. There are no jury trials at the General District level. A defendant who wants a jury trial must appeal to the Circuit Court, which then handles the case as if it were a new trial. The GDC also handles civil claims up to $25,000 and most small claims matters.

Public Access and FOIA in Caroline County

Virginia law treats most criminal court records as public. You do not need to be a party to a case to request copies, and you do not need to explain your reason for wanting them. The Virginia Freedom of Information Act governs how government agencies respond to records requests. Under FOIA, agencies have five working days to fulfill a standard request. For investigative records, the agency can take up to 60 additional days. The Virginia FOIA Council oversees this process and handles complaints from requesters who feel their request was wrongly denied.

There are some limits. Juvenile records are generally not available to the public. Cases that ended in a dismissal and were later expunged under Virginia Code section 19.2-389 will not appear in a public search. Starting in July 2026, Virginia's newer sealing law under Title 19.2, Chapter 23.1 will allow some convicted persons to petition to have their records sealed. Offenses listed in section 19.2-392.12 are not eligible, regardless of how the case ended.
