Portsmouth City Overview
Portsmouth Circuit Court Records
The Portsmouth Circuit Court is part of Virginia's 3rd Judicial Circuit. It has jurisdiction over all felony criminal cases filed within the city, including grand jury proceedings and appeals from the General District Court. The Circuit Court Clerk maintains official records of every criminal case including indictments, arrest warrants, plea agreements, sentencing orders, and final dispositions. These are public records unless a judge enters a sealing order.
Portsmouth Circuit Court criminal records can be searched at no cost through the CJISWeb portal operated by the Virginia Judicial System. Select Portsmouth City from the locality dropdown to search by party name, case number, or hearing date. Case numbers with a "CR" prefix are criminal matters. The system reflects real-time data from the court's case management system and is a reliable first step before contacting the clerk directly. The Portsmouth Police Department is accessible through portsmouthva.gov for arrest record inquiries separate from court filings.
Copies of court documents cost $0.50 per page. Certified copies add $2.00. Triple-seal certification adds $2.50. Office hours are Monday through Friday, 8:30 AM to 4:30 PM.

The Portsmouth city site at portsmouthva.gov connects residents with the police department, city court contacts, and other government offices that handle public records requests related to criminal matters.
Portsmouth General District Court
The Portsmouth General District Court handles misdemeanor criminal cases, traffic violations, and preliminary hearings for felonies before they go to Circuit Court. Civil claims up to $25,000 are also handled here. Like all Virginia General District Courts, there are no jury trials at this level. A defendant who wants a jury must appeal to Circuit Court, where the case is retried fresh as a de novo proceeding. Preliminary felony hearings also take place here before a case is certified to Circuit Court.
Portsmouth General District Court records are searchable through the GDC case search system. Look up cases by name or case number to find misdemeanor, traffic, and civil matters. The court is at the Portsmouth courthouse and operates Monday through Friday, 8:30 AM to 4:30 PM. Portsmouth sits directly across the Elizabeth River from Norfolk, but each city maintains its own separate court system and clerk's office. Cases in one city do not appear in the other's records without a cross-search.

Online Search Tools for Portsmouth Records
Virginia provides three free online systems that cover Portsmouth criminal court records. The CJISWeb portal handles Circuit Court data. The GDC system covers General District Court records. The OCIS 2.0 statewide search lets you search across multiple court types at once, which is particularly useful in Hampton Roads, where a person might have cases in Portsmouth, Norfolk, Chesapeake, or Virginia Beach. OCIS can pull from all of these in a single search.
The Virginia case status portal at vacourts.gov is the best single starting point. It links all the search tools and describes what each covers. You can also subscribe to the Case Alert Subscription System (CASS) to get free text or email alerts when a specific Portsmouth case is updated. This is useful for people who need to track a case over time without repeatedly checking the portal.
Note: Sealed records, juvenile court records, and certain restricted domestic case materials will not appear in any public online search. Contact the clerk's office if you believe a record exists but is not showing up in the portals.
Criminal Record Access in Portsmouth
Court records held by the Portsmouth Circuit Court Clerk are generally public under Virginia law. Virginia Code § 19.2-389 governs criminal history record information in the state's Central Criminal Records Exchange (CCRE). That system, run by the Virginia State Police, is separate from the clerk's case files. Both cover criminal activity but serve different purposes and are accessed through different processes.
To request records from the Portsmouth city government or the police department, you file under the Virginia Freedom of Information Act. A public body must respond within five working days. Criminal investigative file requests can take up to an additional 60 working days in some cases. The Virginia FOIA Advisory Council provides guidance if a request is denied or stalls. The Virginia State Police handles statewide background check requests through the CCRE separately from what the clerk's office provides.
Record Sealing for Portsmouth Cases
Virginia's record sealing statutes apply to Portsmouth residents the same as any other city. Under Virginia Code Title 19.2, Chapter 23.1, a person whose charge was dismissed or who was acquitted can petition the Portsmouth Circuit Court to seal those records under § 19.2-392.2. Certain offenses are not eligible for sealing under § 19.2-392.12, including some serious misdemeanors and most violent felony convictions. If a charge was dropped or you were found not guilty, you are more likely to qualify for sealing.
Virginia's expanded sealing law for certain convictions is set to take effect in July 2026. That law allows people with qualifying misdemeanor and felony records to petition for sealing after waiting periods. It is not automatic. You must file a petition in the Portsmouth Circuit Court and show you meet the criteria. The Virginia Courts Self-Help Center provides forms and step-by-step instructions for the sealing petition process for Portsmouth cases.
Self-Help and Legal Resources
The Virginia Courts Self-Help Center is a free resource for Portsmouth residents navigating the court system without an attorney. The site covers how to request records, respond to criminal charges, file petitions, and understand court procedures at both the Circuit Court and General District Court. It is maintained by the Virginia Judicial System and applies to all courts in the state.
Portsmouth has access to legal aid services serving the broader Hampton Roads area. Legal Aid Society of Eastern Virginia and other nonprofits may be able to assist qualifying residents with criminal matters at little or no cost. Contact information is available through the Self-Help Center. The Portsmouth Police Department at portsmouthva.gov/police-department handles arrest records and local law enforcement inquiries that are separate from court clerk records. The city government at portsmouthva.gov has a directory of all city departments.
Note: Portsmouth's courthouse is accessible by public transit and is close to the downtown waterfront area. If visiting in person, bring a photo ID and the case number or full party name to speed up records lookups.
